Ivette Bayo (Dr. H) is an information scientist specializing in privacy & security literacy and organizational change for diverse populations. An InfraGard member and former ISSA Board Secretary with 14+ years bridging research and practice, she brings a unique lens: treating security as an information literacy problem and co-designing learning systems that work with how humans process complex information under real-world constraints.

We've invested billions in security awareness programs, yet literacy remains stubbornly low. What if we're solving the wrong problem? Security training treats knowledge transfer like software deployment—push content, measure clicks, blame users when it fails. Information scientists [and educators] know building literacy requires context, repetition, cognitive accessibility, cultural responsiveness, and learning at human speed. Let's explore together how principles from library science, adult learning, and knowledge management might transform security education from compliance theater to genuine culture change.
